Marcus Rashford inspired England to the win needed to top Group B and ensured Wales were desperately eliminated from the tournament after a bitterly disappointing World Cup season.
Wales had to either beat England and hope Iran and USA would end in a draw, or seek the more unlikely outcome of taking a four-goal lead at the Ahmad bin Ali Stadium.
England, who now meet Senegal in the round of 16 on Sunday (19:00 GMT) ensured neither scenario was ever seriously considered as they dominated throughout and took full control after an uneventful first 45 minutes.
Wales manager Rob Page was forced to replace Gareth Bale at half-time through injury, although the great talisman had just seven touches of the ball in an anonymous ad.
And any hope of Wales qualifying for the last 16 was dashed when England scored twice within six minutes of the restart.
Marcus Rashford fired a free-kick past Danny Ward after Ethan Ampadu fouled Phil Foden after 50 minutes, with the Manchester City midfielder marking his return to the England side moments later by converting a Harry Kane cross at the far post.
Wales were demoralized and outclassed when they knew they were heading home from Qatar and Rashford added his second in the 68th minute, with a large helping of Wales keeper Ward, who put a fierce shot through his legs let slide.
England lead Group B on seven points, two points ahead of the United States, who are preparing for a round of 16 tie with the Netherlands beating Iran 1-0 in their grudge gamewhile Wales finished bottom of the table by one point.
England is making smooth progress
It took England time and a hopelessly boring first half before things got going at full speed, but then they were able to overtake Wales, who timidly ended this World Cup.
And Rashford continued to impress at this World Cup, scoring his brace here after practically scoring with his first touch in England’s opening game in a 6-2 win over Iran.
He missed a good chance in the first half when he was outplayed by Kane but his free kick was emphatic and the second a reward for his willingness to drive into the Welsh defense with pace. He nearly had a hat trick, only for Ward to block his shot at the near post.
Rashford must now be seriously considered for a place if England face Senegal’s tough test early in the knockout stage.
Manager Gareth Southgate made four changes to his side that fared so poorly against the USA: Rashford, Foden, Jordan Henderson and the fit Kyle Walker coming on for Raheem Sterling, Bukayo Saka, Mason Mount and Kieran Trippier.
Not only did it help England pick up easy winners, it gave valuable playing time to squad members, particularly Walker, who is such a vital part of Southgate’s plans but missed the end of the Premier League to have groin surgery.
England and Southgate achieved their top priority of qualifying for the last 16 while topping their group, two strong victories over Iran and Wales on either side of a dismal USA performance.
It’s a job England have done satisfactorily – now they must take the next step against the dangerous African champions.
Wales quietly hatches Qatar
Wales arrived in Qatar with real pride after qualifying for their first World Cup since 1958, but they are left to reflect on a poor season after England confirmed the formality of their exit.
Page’s side have always relied heavily on the inspiration of Bale and Aaron Ramsey, but the two great figures of a great era in Welsh football found this World Cup a step too far as their surroundings simply weren’t of the quality to make up the deficit .
Bale’s only significant contribution was the penalty that sealed the opening game against USA, but he contributed nothing to the damaging defeat by Iran and was little more than a passenger in his 45 minutes against England.
Ramsey was no better and while the duo’s tremendous contribution to Wales can never be underestimated, the brutal truth is that their lack of match acuity left them unable to make their usual impact on games.
The question now is whether they will continue their international careers – or whether their country will continue without them.
It felt like the end of an era for Wales here on Tuesday. It was an era that brought much joy and was recognized by their superb support after the final whistle, but this was a desperate pinnacle after reaching their first World Cup in 64 years.
