Forest Green owner Dale Vince said there would be “a whole host of new signings” in the January transfer window as he aims to turn the club around and avoid relegation to non-league.
The Gloucestershire side are 23rd in League Two and are winless in their last four league games.
Vince said he was “determined” not to see the club relegated for a second year in a row.
He also supported head coach David Horseman despite fan unrest over the results.
“It’s not an ideal place, it’s a bit like last year, a bit like Groundhog Day in a way, but I’m determined not to let that happen.” [relegation] happen,” he told ` Radio Gloucestershire.
“The conversations are between David, myself and Allan [Steele] Our football director and we all agree.
“If anything, I've pushed the discussion even further, pushed the boundaries even further, in terms of what we need to do to remove any inhibitions about what might be needed budget-wise.”
“I said, ‘Blank sheet of paper, what do we really need to change this? Where are we weak on the pitch? What do we have to bring in?'
“We have our target list – there will be some new hires in January.”
“A range” of reasons for Forest Green’s problems
Forest Green fell back into the fourth tier this season after a season in League One.
They were knocked out of the EFL Trophy this week and will face Scarborough Athletic again next Tuesday, who they won in the first round of the FA Cup after admitting in a Football Association investigation that they had fielded an ineligible player.
Although they are three points from safety and a game clear of Tranmere straight ahead, their last league win came on October 28th.
“We have spent a lot of time looking at the reasons for our current position in the league. There’s a whole bunch of them,” Vince said.
“I am confident that we have put a lot of time and thought into this matter and analysis and are doing everything we can to resolve the issues we have.”
“It certainly doesn't help to motivate a team that needs support, it needs positivity and the team is not just the players but also the staff,” Vince added.
“We have to get behind them and help them do our job, that's certainly my approach and that's what we do.”
