Vladimir Putin has placed Russia in a regime of “unprecedented restrictions” to boost the country’s war production, news website Euromaidan Press wrote on Tuesday, citing Russia’s independent daily Moscow Times (MT).
As reported by MT, the Russian leader reportedly told 19 members of the new “Politburo” that the country faces “serious challenges” and that the economy is under “unprecedented constraints,” taken together required a complete overhaul of the country’s governance mechanisms.
In addition, Putin pointed out that the existing problems should be solved “quicker and more efficiently”. even if this requires changes to existing procedures.
“If we work within standard bureaucratic procedures and hide behind formalities, we will not get the desired result in any direction,” he reportedly said.
As the daily noted, citing its source in the Treasury Ministry, Russia is transitioning to a “military economy,” meaning that “everything that has to do with development – infrastructure, education, health – recedes into the background.”
This year’s Russian budget spending on national defense will exceed the original plan by a third, or 1.2 trillion rubles, to 4.2 trillion rubles, and next year will increase by another 300 billion rubles, the Moscow Times reported. “Funding for internal security and law enforcement agencies that must ensure regime stabilitywill continue to increase, by 1.5 times,” he added.
The daily reminded that laws allowing the country’s government to bring the economy to a war base were passed at the spring session of the State Duma and in October, after the start of mobilization. Vladimir Putin signed decrees introducing martial law in the occupied territories of Ukraineand special regimes in the adjacent regions and two federal districts.
