NEW PHILADELPHIA – An analysis of the economic benefits of the Muskingum Watershed Conservancy District’s oil and gas revenues shows they have boosted the region’s economy by nearly $1 billion.
The Cleveland State University report was released Monday.
Beginning in 2014, the conservation district began making major upgrades and addressing deferred maintenance needs at recreational facilities and marinas. The project was made possible by MWCD’s Utica shale leases. Since then, the MWCD has invested $221.9 million.
The project has also supported 2,606 jobs and paid out nearly $300 million in wages and benefits since its launch nine years ago.

First project:The Atwood Lake Park Welcome Center is designed to impress
The $1.8 million Atwood Welcome Center at Atwood Lake Park was one of the first buildings completed as part of this project. It was opened in 2016. Other projects included a $6.5 million upgrade to the Tappan Marina in 2022.
New campgrounds were built and aging areas were renovated around the 18-county district. Atwood, Charles Mill, Piedmont, Pleasant Hill, Seneca and Tappan Lake campgrounds now offer full hookup campsites with 50 amp power with leveling plates. Each camp area also features new Americans with Disabilities Act-compliant restroom and shower facilities with laundry facilities.
The Cleveland State analysis includes MWCD’s investments through 2022, but does not take into account nearly $15 million in project funding in 2023 and $30 million budgeted for 2024. In addition, MWCD leased more than 7,300 acres in Harrison County in 2022, receiving $40 million in payments from Encino Energy over five years from the lease.
