According to the plan established by the Ministry of Information and Communications, one of the works to be implemented during the inspection trip to TikTok Vietnam Technology Co Ltd and the TikTok Vietnam Representative Office is to ensure compliance with the regulations for the provision of social network services to domestic users , including the information censorship process; user authentication; Prevention and removal of information that violates Vietnamese law; handling user complaints; Algorithms for distributing and recommending content to users; Collection, management, storage and use of user data; and ensuring information security and network security.
The group of inspectors, led by the Broadcasting and Electronic Information Authority (ABEI), a branch of the Ministry of Information and Communications (MIC), will also examine other issues, including compliance with advertising regulations; the management of celebrities involved in the performing arts on TikTok (Idol TikTok); and compliance with the provisions of the Law on the Protection and Prevention of Children and Combating Social Evils in Cyberspace.
Also, the inspectors will assess the impact of TikTok on youth; Check compliance with regulations related to the provision of e-commerce services. Fulfillment of tax obligations; Evaluate the influence of the social network TikTok on the role of mainstream media.
In its report to the National Assembly on information and communication activities, MIC said it called on cross-border platforms, notably Facebook, Google, TikTok, Apple and Netflix, to prevent and remove toxic content, fake news and hoax ads.
In the first three months of the year, Facebook, Google and TikTok removed 90 percent of malicious information at MIC’s request. Of these, Facebook blocked and removed 1,096 posts with toxic content, Google removed 1,670 infringing videos on YouTube, and TikTok removed 323 infringing links and banned 47 accounts and channels that regularly posted toxic content.
MIC finalizes the draft decree to replace Decree 72/2013 and Decree 27/2018 to tighten the management of cross-border platforms. The draft is to be presented to the government in the second quarter of the year.
MIC will also explore international experiences of solutions to manage algorithms used by cross-border social media, especially TikTok, to develop solutions for Vietnam, such as B. A tightening of management and the request to provide algorithms that suggest content.
