Julia Leung Fung-yee, who will head the SAR’s market regulator for three years starting next month, said her main task is to protect investors and boost Hong Kong’s role as an international financial hub.
The current deputy executive director of the Securities and Futures Commission also said, after being named to succeed Ashley Alder yesterday, that she is delighted and honored to be the SFC’s first female executive director and looks forward to working closely with the team to address challenges .
Finance Minister Paul Chan Mo-po said the government has “full confidence in Leung’s leadership of the SFC and promoting the regulation and development of Hong Kong’s securities and futures markets”.
The appointment was welcomed by the Hong Kong Stock Exchange and the Hong Kong Investment Funds Association.
Leung joined the Investment Products Division in 2015 as Executive Director. In 2016 she took over the management of the brokers division.
She was Under Secretary for Financial Services and the Treasury from 2008 to 2013 and worked at the Hong Kong Monetary Authority from 1994 to 2008. She was a reporter at the Asian Wall Street Journal for 10 years.
Longtime boss Alder announced his departure in July to take over as chair of the UK’s Financial Conduct Authority from next year.
