The EPA on Tuesday unveiled a plan for a major overhaul of its reviews of how pesticides can affect endangered species to address long delays that the agency admits have left species unprotected and prompted time-consuming litigation.
“The reasons for this failure are manifold, including the unusual complexity of [Endangered Species Act] Pesticide reviews,” the agency said, noting that the review process for just one pesticide can take at least four years — and in some rare cases, up to 15 years.
