We, Prime Minister Kishida Fumio, President Yoon Suk Yeol and President Joseph R. Biden Jr. reaffirm a shared vision for our partnership and for the Indo-Pacific and beyond. Our partnership is built on a foundation of shared values, mutual respect and a shared commitment to advancing the prosperity of our three countries, the region and the world. In the further course of our partnership, we want to be guided by these principles:
As Indo-Pacific nations, Japan, the Republic of Korea (ROK) and the United States will continue to advance a free and open Indo-Pacific based on respect for international law, shared norms and shared values. We firmly reject all unilateral attempts to change the status quo through violence or coercion.
The aim of our trilateral security cooperation is and remains the promotion and strengthening of peace and stability in the entire region.
Our commitment to the region includes our unwavering support for ASEAN Centrality and Unity and the ASEAN-led regional architecture. We are committed to working closely with ASEAN to advance the implementation and mainstreaming of the ASEAN Indo-Pacific Outlook.
We are committed to working closely with the Pacific Island States and the Pacific Islands Forum, as the region’s premier body, in accordance with the Pacific Way.
We are united in our commitment to the full denuclearization of the Democratic People’s Republic of Korea (DPRK) in line with relevant United Nations Security Council resolutions. We remain committed to dialogue with the DPRK without preconditions. We are committed to addressing human rights and humanitarian issues, including promptly resolving the issues of kidnappings, detainees and unrepatriated prisoners of war. We support a united Korean peninsula that is free and at peace.
We reaffirm the importance of cross-strait peace and stability as an indispensable element of security and prosperity in the international community. Knowing that our fundamental positions on Taiwan will not change, we call for a peaceful cross-strait resolution of the problems.
As leading global economies, we strive for lasting opportunity and prosperity for our peoples, the region and the globe through open and fair economic practices that promote financial stability and orderly and well-functioning financial markets.
Our technology collaboration will contribute to the vitality and dynamism of the Indo-Pacific as we work together to develop open, accessible and secure technology approaches based on mutual trust and respect for relevant international laws and standards. We will seek to develop standard practices and norms between our countries and in international fora to guide the development, use and transfer of critical and emerging technologies.
Our countries are committed to working together to tackle climate change and will work together to provide leadership and find solutions through relevant international institutions. We strive to enhance our development and humanitarian cooperation to work together to overcome global problems and the root causes of insecurity.
We are steadfast in upholding the principles of the UN Charter, particularly those of sovereignty, territorial integrity, the peaceful settlement of disputes and the use of force. A threat to these principles anywhere undermines respect for them everywhere. As responsible state actors, we strive to promote the rule of law and ensure regional and international security so that all can thrive.
Our countries strive to honor our non-proliferation commitments as parties to the Treaty on the Non-Proliferation of Nuclear Weapons. We reaffirm that achieving a world without nuclear weapons is a shared goal of the international community, and we continue to make every effort to ensure that nuclear weapons are never used again.
Our countries are only as strong as our societies. We reaffirm our commitment to promoting the full and meaningful participation of women in our societies and to the human rights and dignity of all.
We announce these shared principles as we begin our new chapter together, and we believe they will continue to guide our trilateral partnership for years to come.
Above all, when Japan, the Republic of Korea and the United States unite, we realize that we are stronger and the Indo-Pacific is stronger.
